In this case, your laptop will be something like a bridge between the phone and the TV. Connect your phone to the laptop with a USB data cable and using an HDMI cable connect the laptop to the TV. Now you can play content from your phone on the laptop’s screen and mirror it.
When you do not have a Wi-Fi connection you still can mirror your phone screen to the TV. There are 4 ways of doing it: via the app, with a special device, using an HDMI/MHL cable, and via your laptop. While screen mirroring is the quickest one, the one with an HDMI/MHL cable can be the most intuitive if you have all cables. Make sure that your TV is a smart one or at least have an HDMI port.
